Paul Fraser brings more than 40 years of leadership experience in public administration, working with governments, non-profits, and community-based organizations across Canada’s northern, rural, and remote regions. His career spans all three levels of government, with senior roles in territorial and municipal administration, public service leadership, and community development. He is known for his ability to strengthen organizational capacity through strategic planning, governance reform, and workforce development initiatives tailored to local priorities.

Paul has led the design and implementation of training, mentorship, and succession strategies that foster long-term leadership and operational continuity.
